a paper wasp nest….taken down AFTER a hard frost!
Again, the rule of thumb is, if they are located away from traffic and not bothering anyone, just let them be. They will not survive the first hard frost of the season and then, if the nest still bothers you, it can be removed.
While these are not honey bees, the current nest location could be troublesome. See my other post regarding the decision-making process as to whether you want to remove them. It is a personal choice decision.
Looks like a paper wasp nest forming. It is high enough and away from people and as long as it does not bother anyone-should be left alone.
